Russia launched a barrage of ballistic missiles and drones at Ukrainian cities in overnight attacks, officials reported on Thursday as Ukrainian President Volodymyr Zelenskyy said Moscow was "hesitating" about another round of U.S.-brokered talks on stopping the fighting.
